I have a Hailea ACO-9610 pump with four outlets on it. One of the outlets has far less power coming out of it. All four have a double tap on them but this one only seems to have enough to work one device.

I'm not familiar with this model, but when my air pumps get weak it's usually the air intake filter is plugged. its usually a small intake on the bottom with an insert filter cotton just replace it.
Pretty common problem. I have a box of multi outlet pumps that one or another has low out put. Could be a diaphragm.
