There's a few ways you can go about it. You could move the fish then empty the tank of water then scoop out the sand, you could move the fish & simply scoop out the sand (leaving the water in the tank) you could leave the fish in the tank & scoop out the sand or you could siphon out the sand into a bucket or directly out into the yard if so allowed. I don't recommend siphoning it out directly into a drain though.

iv scratch my tank by scooping it out by hand though you should know lol
Lornek is right i found it best to syphone it out in to buckets
make sure its a thick hose keep it under the sand and keep moving it you will find that way it wont take out all your water before the sand!

do it over 2 days

new sand has to be washed very well if you could use a plastic pipe(plumbers) to add the new sand or a bowl and keep lowering it in other wise it will go every where and if you a running a canister it will brack your impeler!
