It is probably a blockage on the air line, possibly at the junction with the thinner diameter 1st chamber of the diffusor. As long as that path is open, air will end up in the diffusor, via the venturi effect. All the other openings are wide bore, so the air must end up in the tank. The only other thing is I'm not sure how deep the diffuser has to be before the venturi stops working, it will depend upon the flow speed throught the filter. If your pipe-work was clogged? the flow speed would drop, and then the venturi will stop.
