I need help with peppermint B/N's

I've had these guys for over 6 months and they are between 6-10cm maybe 14 of them or more. 4 different tanks. A juvi pair in a planted tank. A good sized pair in another with 2 smaller females added. Another with 1 male 2-4 females. Finally a 1 foot cube of a sump tank with a pair. With the exception of the sump all tanks are well decorated with plenty of hiding places and drift wood in 2 of them. The sump only has a tube and gravel but is in 90% darkness all the time. I do water changes regularly and nitrites ect should be low as I've got high Airation, good flow and mini duck weed covering all tanks.
I don't torch them at all and avoid disturbing them at all costs. There's no predatory fish only shrimp and 2 of the tanks are shared with either L080 & L387 or L134 & L397. Tanks arnt over stocked every one has ample space and I very rarely see contests for territory ect.
Closest I came was after 3 days of 10-20% water changes and the male was fanning like a champ, female was on his tube in the hour and stayed on or beside it for a day then disappeared and his fanning stopped a day later.

I've done a big move around and some more to come so all the peps have own tanks bar a 3 footer with a trio of albino BN's, I have activity in that tank so I'm going to replicate the same conditions in the others, I believe my fault is not enough cover over tubes for females to feel safe.
