Hi all,
Reminds me of a Parotocinclus
Does look like a Parotocinclus, but I think it may the closely related Hisonotus leucofrenatus <http://www.planetcatfish.com/catelog/_species.php?species_id=1386> they sell these as "Black or Niger Oto" and they are often mixed with Parotocinclus maculicauda.

They both like the water a bit cooler than most Plecs.

I think it is a Hisonotus, because P. maculicauda has an adipose fin (little fin behind the dorsal), but Hisonotus/Otocinclus spp. don't.

cheers Darrel
