Kinda looks like could be Psudolithoxus anthrax. http://www.planetcatfish.com/catelog/species.php?species_id=635 Peppermints are typically Ancistrus but I've almost any white spotted black plec has at one time or another been refered to as a Peppermint so its tough to say exactly.
