Guys, ive obtained 2 x L134 that have previously been neglected and have some form of burnt/melted tail/fins. The burns are not from heater, but neglect in water conditions (proably low Ph levels?).

My question is - now they are starting to regrow back, they have grown back with some sort of curl/tapered end. Also can plecos suffer stunted grown, as i was told they haven't grown in the last year or so.... they are about 7cms.

The burnt fins are most likely due to ammonia levels. The should grow back with clean water but as you are seeing could have some permanent deformation depending on how badly they were damaged. The malformed fins shouldn't affect the fish though.

The lack of growth reported is probably due to the smae conditions that caused the fin issues. Clean water and good maintanence habits should result in additional growth but they may not ultimately reach the maximum size they would have if given proper conditions from the start.
