I'd always recommend plants for their ability to improve water quality, but if you don't have plants, larger water changes, with good quality water, can substitute for them to some degree.

I'd agree with this, aim for tank stability, high O2 and over filtration and test for TDS, as it is much more easily measured NO3 or even pH....... Don't overstock, don't overfeed, over filter and do plenty of water changes. Equals no need to worry about Nitrates ever becoming an issue.
The TDS is a pretty good indicator of when the water is getting 'dirty' and is a pretty accurate measurement. As long as you know what the TDS of the 'clean' water that you put in is you can have a pretty good idea when things are going astray.
